Hardship Waiver
LSU Eunice, along with other state colleges and universities, was authorized by the Louisiana Legislature to raise tuition to offset the rising costs of post-secondary education. As directed by the Legislature, LSU Eunice will consider appeals for waiver of payment of the fee increase for students who meet the following criteria:
- Louisiana resident
- Full-time student (12 or more hours)
- Must have applied for, and be deemed eligible to receive federal financial aid (i.e. grants, loans, etc).
- Total cost of tuition, fees, books, and supplies exceeds the total amount received in grants, student loans, scholarships and other types of financial assistance (i.e. VA, Acadiana Works, etc)..
- The waiver cannot be used in connection with other scholarships that exempt the same fees.
- Students must also be maintaining satisfactory progress based on LSU Eunice scholastic regulations.
You may apply for the waiver if you meet all of the above criteria and have special circumstances. Special Circumstances are defined as extreme condition(s) which exist that may warrant re-evaluation of a student’s financial aid file. The circumstances must be different from what has already been reported on the Free Application for Federal Student Aid (FAFSA).
Applications for waiver of tuition increase are available in the LSU Eunice Financial Aid Office. Please complete the fee waiver application and submit with supporting documentation to the Office of Financial Aid by June 7, 2011, for the summer semester and August 24, 2011, for the fall semester. No application can be accepted after the deadline. You are expected to make arrangements to pay your fees until your appeal can be considered. If the appeal is approved, your fee increase payment will be returned to you or your account will be credited.
Refund of Fees
- Refund of University and nonresident fees of non-Title IV students (not receiving federal financial aid) will be made on the following basis upon official termination (drops all classes and officially resigns) of the student’s registration (including withdrawal by student, cancellation of provisional admission, or dismissal of student by the University):
- Before classes begin: 100% refund
- Through the first two days of classes (one day in summer session): 90%
- From the third through the fifth day of classes (second through the third day in regular summer session): 75%
- From the sixth through the fourteenth day of classes (fourth through fifth day in regular summer session): 50%
- Reductions of fees resulting from all student schedule changes will be refunded in accordance with the above schedule.
- A student who is receiving Title IV financial aid (any federal financial aid) and who resigns from the University (drops all classes, and officially or unofficially resigns) prior to completing 60 percent of the semester may be required to return any calculated refund back to Title IV Programs. Refunds for tuition and University charges will be calculated through 60 percent of the semester by taking the number of calendar days remaining in the semester divided by the number of calendar days in the semester. Scheduled breaks for five consecutive days or more are excluded. If a cash payment has been released to the student then the student may be required to repay some of the federal grants if the student withdraws. Also, any money refunded by LSU Eunice to the Title IV Programs in excess of the institutional tuition refund policy may be subject to repayment by the student.
- All full-time students who become part-time students after the last day to receive refunds will continue to be eligible for all student activity privileges.
Deferred Fees
In some instances students may be permitted to defer the payment of a portion of fees assessed at registration. The following policy shall apply to delinquent student accounts receivable:
- A student may be dropped from the rolls of the University on the last day to drop/resign, if the student’s account is delinquent as a result of the student’s failure to pay deferred payments and/or other charges when due.
- A student may be dropped from the rolls of the University when the check offered by the student in satisfaction of his or her obligation for registration fees and/or other charges is not honored by the bank on which it was drawn by the last day to drop/resign.
- The date on which a student is officially dropped from the rolls of the University shall determine the effective date under which refunds shall be made and under which appropriate scholastic regulations of the University shall be applied.
Fee Exemptions
In addition to fee exemption scholarships, listed under “Fee Exemption Awards and Other Scholarship Programs,” LSU Eunice offers the fee exemptions listed below. To receive an exemption, students must provide appropriate documentation of their qualifying status. All exemptions are governed by criteria specified in state law and by the standards of the LSU Board of Supervisors. Some exemptions do not cover the technology fee, athletic fee, and/or the activity fee.
CHILDREN OF FIREFIGHTERS, POLICE OFFICERS, CORRECTIONAL OFFICERS, SANITATION WORKERS, SCHOOL TEACHERS, OR SCHOOL EMPLOYEES KILLED OR DISABLED. Children of firefighters, policemen, deputy sheriffs, correctional officers, or sanitation workers killed or permanently disabled in the performance of their duties are admitted tuition free so long as they meet academic requirements as full-time students and maintain a “C” average each semester. They are also entitled to cash grants of $125 per semester as an allowance for books. The exemption is limited to eight semesters. Children of public school teachers or school employees who were killed or permanently and totally disabled as a result of physical assault and battery while performing their duties receive the same benefits.
CHILDREN AND WIVES, WIDOWS, AND WIDOWERS OF WAR VETERANS. Children from 16 to 25 years old and wives, widows, or widowers of Louisiana residents who were members of the U.S. Armed Forces and who were killed or suffered a one-hundred percent service-connected disability during World War I, World War II, the Korean Conflict, or the Vietnam Era, as defined by law, may enroll tuition free. The benefit for spouses is limited to 10 years from the time they became eligible.
FULL-TIME CLASSIFIED AND UNCLASSIFIED LSUE EMPLOYEES. With appropriate approval, eligible full-time classified and unclassified LSUE employees may register for job-related courses with a full tuition waiver under conditions specified in current personnel policies.
LOUISIANA NATIONAL GUARD EXEMPTION. Louisiana residents who are members in good standing of the active Louisiana National Guard are exempt from paying tuition for five separate academic years or until they receive a bachelor’s degree. Recipients cannot be on scholastic probation, and other regulations also apply.
NON-RESIDENT FEE EXEMPTION FOR FULL-TIME EMPLOYEES AND IMMEDIATE FAMILIES. Full-time LSU Eunice employees and members of their immediate families are exempt from paying the nonresident fees even though they have not resided in Louisiana long enough to meet the residency requirement.
PERSONS AGE 65 AND OVER. Persons age 65 years of age and older may enroll in regular LSU Eunice courses without paying tuition. For information, contact the Office of the Registrar.
SONS AND DAUGHTERS OF DECEASED FACULTY MEMBERS. Sons and daughters of faculty members who had five or more years of full-time service in the LSU System and who were tenured at the time of death are exempt from all University-assessed fees.
SONS AND DAUGHTERS OF LSU SYSTEM ALUMNI. Non-Louisiana resident sons and daughters of LSU System alumni are eligible for a partial fee waiver of 75 percent of the non-resident fee.
TEACHERS ENROLLED IN APPROVED CONTINUING EDUCATION PROGRAMS. Under the Teacher Tuition Exemption Program, teachers may be exempt from tuition, except for activity fees, if they enroll in approved courses in their teaching areas, subject to regulations administered by the Louisiana Department of Education, which must approve all exemptions.
Student Aid
LSU Eunice administers a broad program of financial aid and employment to help students who need assistance to continue their education. The Office of Financial Aid administers and coordinates loans, grants, and student employment. A financial aid brochure is available which gives the procedures for making application for assistance. This brochure and additional information may be obtained from the Office of Financial Aid.
Students who are enrolled simultaneously at LSU Eunice and at another institution can normally receive financial aid from only one of those institutions unless a consortium agreement has been established.
LSU Eunice uses the Free Application for Federal Student Aid to determine a student’s eligibility for all federal aid programs. Once the Financial Aid Office receives the electronic financial aid file, the student will be notified which supporting documents must be submitted before eligibility for aid can be determined. To be eligible for financial aid, a student must be in good standing and making satisfactory progress. Students who drop courses, resulting in a lower tuition rate, or who resign from LSU Eunice officially or unofficially may have to return a portion of the award.
Grants
FEDERAL PELL GRANTS. These grants are available to qualified students enrolled in an approved post-secondary educational program. The amount of the award ranges up to approximately $5,550 per academic year.
FEDERAL SUPPLEMENTAL EDUCATIONAL OPPORTUNITY GRANTS. This grant is intended for the needy student. To be eligible for the FSEOG, the student must be eligible for a Federal Pell Grant and must demonstrate an exceptional need.
LEVERAGING EDUCATIONAL ASSISTANCE PARTNERSHIP (LEAP). The LEAP is available to full-time students who are Louisiana residents. To be considered for a LEAP grant, a beginning freshman must have either a 2.0 high school grade-point average or an ACT composite score of 20 or above, while a continuing, transfer, or re-entry student must have a 2.0 grade-point average on all college work attempted.
VOCATIONAL REHABILITATION GRANTS. These grants are available to students who qualify because of physical disabilities which would ordinarily preclude the student from working. These grants are based on the individual needs of the student. Detailed information and application papers may be obtained from the Counselor, Vocational Rehabilitation, 825 Kaliste Saloom, Lafayette, Louisiana 70501, telephone (337) 262-5353.
Student loans
LSU Eunice participates in several loan programs. Loans must be repaid according to terms of the note signed by the applicant.
During the period that they are eligible to have their loan payments deferred, recipients of subsidized loans do not have to make payments on the loan principal and the interest is paid by the federal government. Unsubsidized loan recipients will have to make all interest payments themselves or have the interest capitalized. The Federal Direct Stafford Loan is available in both subsidized and unsubsidized forms. The Federal PLUS Loan and the Additional Unsubsidized Federal Direct Stafford Loan are unsubsidized.
FEDERAL DIRECT STAFFORD LOANS. These low interest loans are made to students attending school at least half-time. Freshmen-level students may be eligible for a maximum of $3,500 per academic year. Sophomores may be eligible for a maximum of $4,500 per academic year. Repayment begins six months after leaving school or dropping below half-time enrollment. Students must complete an entrance interview when first receiving the Direct Stafford Loan and an exit interview when graduating, leaving LSU Eunice, or dropping below half-time. For students who are receiving a Federal Direct Stafford Loan for less than an academic year for a remaining period of enrollment and who will complete their training at LSU Eunice, the maximum amount for which they are eligible will be prorated according to federal guidelines.
UNSUBSIDIZED FEDERAL DIRECT STAFFORD LOANS. This loan carries the same low interest rate as the Federal Direct Stafford Loan. Repayment of the principal begins six months after leaving school or dropping below half-time. The interest must be paid while enrolled, or you may request that the interest be capitalized. Capitalization of interest is the addition of unpaid interest to the principal of your loan, thereby increasing your total debt and monthly interest payments. Students are eligible to borrow a maximum of $3,500 as a freshman and $4,500 as a sophomore. The Unsubsidized Federal Direct Stafford Loan is offered if you are not eligible or have partial eligibility for the Federal Direct Stafford Loan. The amount of the Federal Direct Stafford Loan and Unsubsidized Federal Direct Stafford Loan cannot exceed your maximum eligibility. Proration of the Unsubsidized Federal Direct Stafford Loan is also required for remaining periods of enrollment.
Independent students may be eligible to borrow an additional $4,000 under the additional Unsubsidized Federal Direct Stafford Loan.
FEDERAL DIRECT PLUS LOANS. Parents with good credit histories may borrow funds for a dependent child who is enrolled at least half-time. The yearly loan limit is the cost of education minus any estimated financial aid. Repayment begins 60 days after the final disbursement. There is no grace period for this loan. Applications for this loan may be obtained from the LSU Eunice Financial Aid Office.
Please contact the LSU Eunice Financial Aid Office if you have questions about any of these programs.
Due to federal regulations, the Stafford and Additional Unsubsidized Federal Direct Stafford disbursements of loans to first-year undergraduate students who are first-time borrowers must be delayed until 30 days after the first day of classes.
REPAYMENT OF FUNDS. If, at a later date, a student is determined to be ineligible for funds awarded, he or she must repay the funds. In no case may students receive funds in excess of their cost of education. Aid recipients should keep in mind that changes in the number of credit hours they schedule may affect their eligibility for additional aid. Accepting funds through any aid program may affect eligibility for other aid programs. All loan applicants are required to participate in an entrance and exit meeting. The Director of Financial Aid is available to answer questions regarding eligibility and refund policies.
Regular Campus Employment
Students meeting necessary academic requirements may be appointed to various campus jobs. Although student need is considered, skill and previous work experience are also important considerations. Departmental heads are responsible for employment of students who are not eligible for aid.
Federal Work Study
LSU Eunice participates in the Federal Work-Study Program. Employment under the Federal Work-Study Program is based primarily upon need. Students must indicate on the LSU Eunice Student Aid Application that they are interested in employment under this program. Students are also assigned as reading/mathematics tutors in local schools under the America Reads/Math Challenge Program.

Scholarships and Awards
LSU Eunice offers a variety of scholarships funded by private donors, by businesses, and by organizations. Some donors have established endowments to provide a permanent source of funding. Other scholarships are contributed by donors on an annual basis.
Persons interested in LSUE scholarships should apply by February 1 for scholarships that will begin the following fall semester. Applicants who apply after that date will be considered for any vacancies in scholarships that occur after scholarships have been awarded.
To apply, complete an LSU Eunice Scholarship Application (download an application). After reviewing the applications, the LSU Eunice Scholarship Committee awards the scholarships based on merit.
Scholarships do not require service and are given only to full-time students (with the exception of students in the nursing and other allied health programs). When an appointment is made for one year, it is usually for two consecutive semesters, beginning with the academic session in the fall. Recipients must earn at least a 3.0 grade-point average to continue a scholarship from the fall to the spring semester and a 3.0 grade-point average to continue a scholarship for the next year. Typically, high school students applying for scholarships should have a minimum 3.0 GPA in “core” academic subjects and an ACT composite score of 20 or above.
Scholarships provided by outside agencies are administered according to the rules and regulations prescribed by the donors, as accepted by the LSU Board of Supervisors.
A student automatically forfeits his or her award under the following conditions: failure to maintain the required scholastic average for any given scholarship or award; failure to claim the award for any semester; resignation during a semester; or being dropped from the rolls of the University.
LSU Eunice students who are not currently recipients of scholarships and have accumulated a 3.0 or better GPA are encouraged to apply for any vacancies that may exist among the several scholarships. LSUE students applying for scholarships must complete the LSUE Scholarship Application.
Applications are available in the Office of Student Affairs, Room 112 of the Acadian Center, phone 1-888-FOR-LSUE, ext. 218, or locally 550-1218. You can also download and print out an LSU Eunice Scholarship Application.
Fee Exemption Awards and Other Scholarship Programs
BOARD OF SUPERVISORS SCHOLARSHIPS. Members of the LSU Board of Supervisors are entitled to award a limited number of scholarships annually. In order to be considered for a scholarship, students must apply directly to a Board member.
CENTENNIAL HONOR AWARDS. Forty cash scholarship awards are made to Louisiana residents. In order to be considered for this award, applicants must have an overall “B” average on high school work and a composite score of 25 on the ACT. Applicants must take the ACT by December in order to be eligible for this award the following fall. The period of validity is one academic year, or its equivalent, subject to renewal on the condition that the student maintain a minimum 3.00 GPA during the immediately preceding academic year. Continuing or transfer students can apply if their college GPA is 3.0 or higher.
MERIT HONOR AWARDS. Ten cash awards are made to high school seniors with an ACT composite of 23 or above and a high school GPA of “B” on core academic subjects. Recipients are selected by the LSU Eunice Committee on Scholarships. The award is for four consecutive semesters, so long as the student maintains the required academic average of 3.0 for each semester and a 3.0 overall average.
LOUISIANA TUITION OPPORTUNITY PROGRAM FOR STUDENTS (TOPS). The Louisiana Tuition Opportunity Program for Students provides four different university scholarship opportunities, depending on the student’s high school record and performance on the American College Test (ACT). All of the awards require that students be Louisiana residents. Recipients must complete a core curriculum of courses in high school. All awards cover four years of college or eight semesters. The awards exempt students from paying tuition. The exemption does not cover the technology fee, the athletic fee, or the academic excellence fee. Some awards include a cash stipend. There are no income limits on who can qualify. Students must accept the TOPS award as a first-time freshman by the first semester following the first anniversary of their high school graduation. The program requires that students be enrolled full-time in at least 12 semester hours during regular semester and complete at least 24 credit hours each academic year. TOPS also sets minimum grade averages that students must maintain in college. A student who transfers to another Louisiana university can continue to receive the scholarship. LSU Eunice students who receive TOPS are also eligible to receive LSU Eunice scholarships, which, since TOPS covers tuition, become cash awards. Questions regarding TOPS standards should be addressed to the Office of Student Affairs.
To apply for any of the TOPS awards, students should submit the version of the Free Application for Federal Student Aid (FAFSA) that corresponds to the year they plan to enroll in college. For example, students should submit the 2005-2006 version for school year 2005-2006. The state deadline is published in FAFSA.
All of the academic TOPS awards require 16.5 units of high school course work. Specific requirements are published by the Louisiana Office of Student Financial Assistance, which also publishes requirements for the TOPS Tech Award.
Three general college scholarship programs are offered through TOPS. In addition, a tech award is available for students enrolled in applied sciences programs. Grade averages indicated below are computed on core courses only.
Opportunity Award. To qualify for this award, students need a minimum 2.5 high school grade average and an ACT composite score equal to the prior year state average (the current average is 20). The award covers tuition costs.
Performance Award. To qualify for this award, students need a minimum 3.5 high school average and an ACT composite score of at least 23. The award covers tuition costs plus $400.
Honors Award. To qualify for this award, students need a minimum 3.5 high school grade average and a 27 or higher ACT composite score. The award covers tuition costs plus $800.

Additional regulations not included in this catalog govern the administration of the TOPS program. All state scholarships are subject to availability of funds. Provisions governing awarding of scholarships may be amended by legislative action. For the latest information on TOPS, contact the offices listed in the preceding paragraph.
